For big time buisness people then yes but not for a 12year old kid. Whenever I am downtown I alwayts see a kid who is very young, lets say 12 years old and youger, talking on a cell phone.
Personnally they should be used for emergencies and for buisness calls. Get an answering machine and screw the cell phone as what important news couldn't wait til you get home?
It could potentially help to catch people who have commited crimes, but in hindsight police agencies have been able to do such things with help from the phone companies for nearly a decade, ever since cell phones switched to digital signals.

Tracking people like this is illegal without their consent. Business people that have GPS in their cars cannot legally track people outside of business hours.
